In addition, Perm oblast (Perm and Berezniki cities) and Novgorodskaya oblast (Velikiy Novgorod city), the former WIN project regions, continue to be intervention regions under MCHI.  Every year more and more regions were added to MCHI.

Regional working groups (RWGs) were organized for project implementation in the regions and to promote more effective work. The RWGs consist of main specialists of City and Oblast health care departments, chief doctors of pilot medical facilities, and professors of medical schools and universities. The Regional Coordinators were identified in each regional working group. MCHI regularly conducts interregional working group workshops for discussion of current project results and future activities.

Interaction between MCHI and pilot regions is based on signed agreements and memorandums of understanding.
